Vacancy Brief Description
1. The Permanent Secretary (Merger and Administration), Ministry for Finance and Financial Services invites applications for the post of Manager II (Accounting and Finance) in the Ministry for Finance and Financial Services.
2.1 This appointment is subject to a probationary period of twelve (12) months.
2.2 During the probationary/trial period, appointees must successfully complete appropriate induction programmes organised by the Institute for the Public Services to be eligible for confirmation of appointment.
2.3 The salary for the post of Manager II (Accounting and Finance) is Salary Scale 7, which the in year 2020 is €24,894 per annum, rising by annual increments of €531.17 up to a maximum of €28,081.
2.4 A Manager II (Accounting and Finance) will progress to Salary Scale 6 (€26,543 x €596.33 - €30,121 in 2020) on completion of three (3) years service in the grade, subject to satisfactory performance.
2.5 Selected candidates will also be entitled to the payment of an annual performance bonus of up to a maximum of 15% of their basic salary, subject to satisfactory performance and subject to Central Administration’s policies in force from time to time.
- Appointees will also be entitled to such other benefits and such other conditions and obligations as stipulated in the Working Conditions for Officers within the Managerial Stream for Qualified Personnel.
2.6 On being appointed, a successful candidate would be requested to renounce to any other application/s currently in process within the Public Service which is/are pending at the time of this appointment, without prejudice to SAAC calls (including Assistant Directors).
2.7 Lateral applications by public officers who already hold an appointment in the same grade being advertised are allowed only if the area of specialisation of the vacancy is different to the one held by the applicant and requires a specific related qualification as an eligibility requirement, which the applicant must satisfy.
- Successful candidates are to serve in this post for a minimum of two (2) years, without prejudice to applications for SAAC calls (including Assistant Directors).
2.8 It will not be possible to request a transfer before a two (2) year period from date of appointment. On the lapse of a two (2) year period, appointees may only be transferred at own request to carry out duties elsewhere in the area of Accounting and Finance, subject to availability of vacancies and the exigencies of Management.
2.9 The result will be valid for a period of two (2) years from the date of publication.
3. The duties of Manager II (Accounting and Finance) include:
- responsibililty for the proper disbursement, monitoring, evaluation and control of financial resources and funding allocated to Ministries, through various mechanisms, in relation to the Public Service and Public Sector;
- ensuring that any collection of revenue and arrears of revenue are maximised and that proper accounts thereof are kept;
- ensuring that transfers of monies which optimise Government cashflow, as well as projected or actual cash flow reporting, are carried out in a timely manner;
- performing duties in connection with the issuance of Government securties in the primary market and market development;
- performing duties related to debt management. This includes risk modelling of the aggregate debt portfolio to provide advice on the issuance of new debt, setting strategic targets and ranges to guide the day-to-day management of Government's debt portfolio, as well as compiling key metrics to assist Senior Management in the evaluation and monitoring of the impact of decisions regarding the debt strategy;
- analysing requests for the virement of funds and expenditure proposals which arise during the financial year, authorising any transaction as directed;
- responsible for the general ledger, sub-ledgers and reconciliations, as well as assets and inventories of the respective Ministry/Department;
- responsible for the proper recording of transactions, the correct compilation of statistical data and projections and the identification of trends in data;
- ensuring that legislation, regulation, policies and established internal control procedures are adhered and that monitoring is properly implemented in all processes assigned. This also includes contributing to the risk assessment process;
- providing hands-on support in internal and external audits, including the collection, compilation and analysis of information. This includes the drawing up of plans for field audits and spot checks, supervision and follow-up;
- contributing to Budget allocations and revenue forecasts, planning and control, including contribution in the compilation of the Business and Financial Plan, the Budget Document, Budget Speech and the related Appropriation Bill and Act;
- advising on requests for revenue exemptions granted in terms of pertinent legislations and analysing the effects thereof, advising on possible amendments to existing processes in line with current policies;
- advising on requests for the release of periodic trenches to Public Entities, also through the use of the Financial Data Reporting System, necessitating assessment of the itemised expenditure/revenue actuals and forecasts reported by all Government Entities, taking action to ensure that all dues are settled in a timely manner;
- advising on variances from agreed financial targets, estimates and budgetary allocations and provide input on the monthly Revised Estimates reports. Also advising on virements within the Votes and requests for additional funding;
- provide input in respect of performance and spending reviews as applicable, including input on a number of Budget indicators through which Ministries shall be monitored, in consultation with his superior;
- contributing to and assisting in the compilation of various publications and reports, which may stem from internal, national or international requirements. Examples of such reports are cashflow reports, the Financial Report, Malta's Deficit and Debt (Fiscal) Report, reports for the compilation of Financial and non-Financial Accounts, quarterly and annual statutory statements, and so on;
- contributing to project development and implementation including delegated processes, such as the implementation and maintenance of the new Corporate Financial Management Solution (CFMS) among others, as well as to the identification of process improvements for simplification, innovation and added value;
- assisting Senior Management in the preparation of Malta's budgetary position, the calculation and assessment of Malta's and other Member States' budgetary allocations, as well as in the preparation of briefs for high level and other meetings;
- carrying out value for money and comprehensive expenditure reviews and submitting analysis reports;
- carrying out reviews and interpretation of final accounts of line Ministries and Entities;
- representing the Department or Ministry in meetings and conferences, both locally and abroad and participating in working groups;
- representing the Department or Ministry in any legal proceedings as required and ensuring the correctness and relevance of documentation;
- liaising with internal and external stakeholders. This include acting as a point of reference to staff under his responsibility, as well as providing assistance and support to clients;
- keeping abreast with accounting standards, financial legislation and Government policies. Also keeping abreast with accounting systems, procedures and applications, and following training as directed. This includes ensuring that any updates are disseminated to staff under his supervision. Also keeping abreast with financial techniques such as portfolio management and so on;
- contributing towards the formulation and updating of policies of a financial nature as directed. This includes carrying out research and formulating informed recommendations to Senior Management, developing training material for use within a Department or beyond and training staff under his supervision;
- conducting in-depth analysis such as analysis of the cost-risk trade-offs of different borrowing strategies, and formulating informed recommendations;
- providing technical input on the transposition of EU legislation into Maltese legislation as rquested and on matters relating to the European System of Accounts;
- drawing up recommendations and proposals for the improvement of accounting and procurement methods in accordance with current legislation and standards, as well as for the improvement and simplification of processes and procedures, innovation and added value;
- providing effective leadership through clear targets within the context of Ministerial objectives and by encouraging staff to develop and acquire skills and knowledge for their professional development;
- ensuring that staff and resources are professionally managed to encourage a flexible organisational system and structure that is responsive and pro-active in relation to changing requirements;
- contributing to the development of training material and programmes, training and mentoring staff under his supervision, to ensure ongoing awareness of development in legislation, regulations, policies, guidelines and so on;
- any other duties as directed by the Director, the Director General and the Permanent Secretary, and;
- any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary.
4.1 By the closing time and date of this call for applications, applicants must be:
- citizens of Malta; or
- citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or
- citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or
- any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or
- third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.
The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.
- able to communicate in the Maltese and English languages. Candidates who do not possess an MQF Level 1 in the Maltese language, must attend and be successful in the assessment of the ‘Maltese Language 1’ course, offered by the Institute for Public Services. Attendance for such course, together with the attainment of MQF Level 1, are to be completed before confirmation of appointment, i.e. within twelve (12) months from engagement.
Failure to present evidence of successful pass and attendance by the end of probationary period (i.e. twelve (12) months from engagement) will result in automatic termination of the post in caption.
- in possession of a recognised Masters qualification at MQF Level 7 (subject to a minimum of 60 ECTS/ECVETS credits, or equivalent with regard to programmes commencing as from October 2008) in Accountancy or Business Management or Business Administration or Economics or Banking and Finance or ACCA or a comparable professional qualification.
Public Officers applying for the post must be confirmed in their current appointment.
4.2 Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.
Moreover, candidates who have not yet formally obtained any of the qualifications as indicated in paragraph 4.1 iii will still be considered, provided that they submit evidence that they have obtained the qualifications in question, or successfully completed the necessary ECTS/ECVETS credits, or equivalent, taken as part of a higher recognised MQF level programme of study, as required in the aforementioned eligibility criteria, by the closing time and date of the call for applications.
4.3 Furthermore, candidates who have not yet formally obtained or have been approved for the qualification specified in paragraph 4.1 iii or else as indicated in paragraph 4.2 will still be considered provided that they submit evidence that they would obtain or be approved for such qualification by the 31st October, 2020. If selected, such candidates must produce the qualification indicated before appointment. If the deadline is not met, the selected candidates will be disqualified from the result.
4.4 Applicants must be of conduct which is appropriate to the post applied for (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form (GP 47); those applying from outside the Service must produce a Certificate of Conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application and state whether they have ever been in Government Service, giving details).
4.5 Applicants must be eligible to take up their due appointment, in terms of 4.1 till 4.4 above, not only by the closing time and date of this call for applications but also on the date of appointment.
