1. In line with the concept of job mobility, which enhances the learning experience of the individual whilst addressing the exigencies of the Public Service, the Ministry for Home Affairs, Security and Employment is seeking to identify suitable Public Officers and Public Sector Employees to perform duties as cited above, for a period of a maximum of four (4) full days in their entirety, starting from Sunday 12th October to Wednesday 15th October 2025, which may be renewed for further periods. Eligible applicants are to ensure that prior to submitting their expression of interest, their Head of Department is duly informed and that consent on the requisite form found at Annex B is obtained for their eventual release, should they be selected, for the specified period. The duly signed Annex B is to be uploaded on the recruitment portal at application stage. 

2. Selected candidates shall, for the period during which they are assigned such duties, be accountable to the Ministry for Home Affairs, Security and Employment. 

3. The period of assignment shall be reckonable as ‘service in the grade’ for the purpose of computation of length of service, seniority, salary, progression and, where applicable, for Treasury pension purposes. The performance of such duties will also be acknowledged in the Service and Leave Record Form (GP47).

4.1 Selected candidates will continue to receive the salary of their substantive grade for the period during which they are assigned on any of the above duties.  They will also receive a one-time allowance of €410 covering the three (3) days of the conference, which is all-inclusive and covers any communication expenses, travelling expenses and overtime that may be incurred. They will resume the duties of their substantive grade once their deployment on such duties ceases. 

4.2 All successful candidates will be placed in a list, with assignments determined in accordance with operational exigencies and requirements. Candidates who are not called to actively perform duties (i.e., are on call or serve as substitutes) will be paid a fixed amount of €200.

In the event that an officer who is initially placed on call or designated as a substitute is subsequently required to actively perform duties during the conference, they shall be entitled to a pro-rata portion of the €410 allowance, calculated based on the number of days during which they are required to perform such duties.


Duties

5.1 Eligible Officers are thus invited to submit their expression of interest in being assigned duties related to the above-captioned designations. The duties and eligibility requisites are outlined at Annex A. Officers on secondment/on loan/detailed with/deployed with/on attachment to Public Sector Organisations, who satisfy the necessary eligibility requisites, may also apply.

5.2 In carrying out the duties of this expression of interest, selected candidates must ensure compliance with the General Data Protection Regulation (GDPR).

Eligibility

6.Applications are invited from Public Officers not below the grade of 'Clerical Officer' in Salary Scale 15, and not higher than the grade of 'Senior Principal' in Salary Scale 6, or analogous grades/positions/indefinite status, as well as, Public Sector Employees holding comparable administrative and clerical posts/positions.

6.1 Preference will be given to applicants who are fluent in English, Maltese and another relevant language.

6.2 Eligible applicants will be requested to attend for an interview to assess their suitability for those duties in which they expressed an interest. Selected candidates will undergo a training/briefing session. Candidates are expected to make the necessary arrangments to attend the training session. Selected candidates will be deployed according to both the outcome of such assessment and Public Service exigencies. 

7. Any qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the Officer’s submission. Scanned copies sent electronically are acceptable.

7.1 Original certificates and/or testimonials are to be invariably produced for verification at the interview.

8. The result of the selection process will be published by the Ministry for Home Affairs, Security and Employment and exhibited on the noticeboard of the Ministry for Home Affairs, Security and Employment at 201, Strait Street, Valletta.

8.1 Petitions objecting to the result of the selection process should reach the Permanent Secretary, Ministry for Home Affairs, security and Employment within ten (10) working days from the date of publication of the result.
