Notice to those doctors who: (i) are in possession of a Certificate of Training of Medical Specialist by the Specialist Accreditation Committee of Malta; or (ii) will be in possession of a Certificate of Training of Medical Specialist by the Specialist Accreditation of Malta within six (6) months from the date of issue of this circular and from being issued with a Certificate of Medical Specialist by the Specialist Accreditation of Malta; thereby becoming eligible for registration as a specialist with the Medical Council of Malta a Higher Specialist Trainee who carried out and completed specialist training in Malta, shall be eligible to sit for an interview without the need to issue a call for application as per clause 8.2 of the Sectoral Agreement. If successful, the Higher Specialist Trainee will progress to the grade of Resident Specialist with effect from the date of publishing of the result

Since this is a Promotion to the grade of Resident Specialist no salary details apply for this expression of interest.

Duties

Duties are as per Job Description in respect of the position of Resident Specialist

Eligibility

Candidates submitting their interest to be interviewed need to be: 

(i) listed in the Specialist Register of the relevant Specialty kept by the Medical Council of Malta; or 
(ii) approved for inclusion in the Specialist Register of the relevant specialty kept by the Medical Council of Malta; or  
(iii) (a)  in possession of a Certificate of Completion of Specialist Training (CCST) issued by the Specialist Accreditation Committee of Malta for the relevant profession, which shows that the applicant has completed such specialist training as may be prescribed for the relevant specialty; or 
(b) in possession of a specialist qualification equivalent to the CCST for the relevant specialty, which is issued by the competent authority in another EU Member State, as listed in Part 1b of the Second Schedule of the Health Care Professions Act of Malta; or 
(c) in possession of any other specialist qualification provided that this must be accompanied by a formal recognition statement by the Specialist Accreditation Committee of Malta, stating that the qualifications / experience are sufficient for the doctor to be registered with the Medical Council of Malta as a specialist in that particular specialty. 

Successful candidates eligible under paragraph 2.1 (iii) (c) above must be listed in the Specialist Register kept by the Medical Council of Malta before appointment.  

Candidates applying in terms of paragraph 2.1(iii)(b) and paragraph 2.1(iii)(c) above must obtain a recognition statement from the Specialist Accreditation Committee of Malta confirming that their qualification may be considered as an equivalent to the Certificate of Completion of Specialist Training (CCST) issued by the Specialist Accreditation Committee of Malta.  

Candidates applying in terms of paragraph 2.1(iii)(b) or paragraph 2.1(iii)(c) and who are required to present a statement by the Specialist Accreditation Committee as specified therein, should include a copy of that statement with their application and present statement may still apply, provided they submit a copy of the statement as soon as it is available. Applicants who fail to present the required statement within the one (1) month period for reasons beyond their control may request an extension of this time limit, up to a further one (1) month, from the Head of Departments/ Directorates receiving the applications, indicating clearly the reasons for the delay. Requests for an extension beyond this period are to be submitted for the consideration of the Public Service Commission.
