    Call For Serving Deputy Charge Nurses to be Promoted to Charge Nurses

1. The Director General (People Management), Ministry for Health, invites applications for Serving Deputy Charge Nurses to be promoted to the grade of Charge Nurses in the Malta Public Service.

2.1. This appointment is subject to a probationary period of one (1) year.

2.2. If successful in the written portfolio, the salary for the post of Charge Nurse is Salary Scale 6, which in the year 2020 is equivalent to €26,543 rising by annual increments of €596.33 up to a maximum of €30,121 per annum.

2.3 A Charge Nurse shall receive an allowance of €500 per annum for any additional duties pertaining to the immediate clinical area he/she is assigned to as requested by Management from time to time. This allowance shall be payable in two equal instalments every year.

2.4 A Charge Nurse shall benefit from an annual fixed Performance Management Allowance of €300 and a performance pay related allowance of up to a maximum of €1,200 subject to satisfactory performance.

2.5 An appointee will be entitled to such other benefits and subject to such other conditions and obligations as may be stipulated in any pertinent agreement between the Government and the competent Union.


3.1 The duties of Charge Nurse include:

i. assuming continuous responsibility for the management of the specified clinical unit;
ii. supervising the Deputy Charge Nurse and delegate when necessary;
iii. ensuring that there is effective daily running of the ward including stores, supplies, new requisitions and replacement items;
iv. ensuring that staff under his/her charge are working within the scope of professional responsibility as defined by their job description and as defined by the Code of Professional Conduct;
v. taking responsibility for the safety of the clients and employees at all times and making sure that all safety incidents are reported as necessary;
vi. making use of the Information Technology systems which may be in operation within the Ministry where one is assigned duties;
vii. performing any other duties according to the exigencies of the Public Service as directed by the Principal Permanent Secretary.

3.2 Appointees shall be posted in the Ministry according to their current posting and letters of appointment shall be issued by the Permanent Secretary of the respective Ministry.


4.1. By the closing time and date of this call for applications, applicants must be Public Officers in the Malta Public Service or Public Officers in the Malta Public Service on loan/detailed with/deployed with/on attachment to Public Sector organizations who:

a) are serving officers in the grade of Deputy Charge Nurse (Salary Scale 7) on the date of signing of the Agreement (22nd November 2018) between the Government of Malta and the Malta Union of Midwives and Nurses (MUMN) and as of the 1st January 2020 have more than six (6) years full-time equivalence of service in the grade of Deputy Charge Nurse and/or Deputy Nursing Officer;


b) submit a written professional portfolio as per attached document.

4.2. Public Officers holding a grade in a particular stream, and who were granted Officer in Scale status by virtue of a Grievances Unit decision in the same scale as that of a higher grade in that stream, are eligible to apply for grades open to officers holding such higher grade within the stream that carries the same scale as that of the Officer in Scale status.

The years of service since the effective date of appointment as Officer in Scale are reckonable for the purpose of satisfying any requisite years of service stipulated in calls for applications.

Any other eligibility requisites for the post must be met in terms of this call for applications.

4.3. Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question, or successfully completed the necessary ECTS/ECVETS credits, or equivalent, taken as part of a recognized higher MQF level program of study, as required in the afore-mentioned eligibility criteria, by the closing time and date of the call for applications.

4.4. Applicants must be eligible to take up their due appointment, in terms of 4.1 to 4.3 above, not only by the closing time and date of this call for applications but also on the date of appointment.

4.5. Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below).
