1. In line with the concept of job mobility, which enhances the learning experience of the individual whilst addressing the exigencies of the Public Service, the Permanent Secretary within the Ministry for Finance is seeking to identify suitable Public Officers holding the position of Revenue Inspector or Revenue Officer within the Malta Tax and Customs Administration to perform duties as Revenue Inspector Supervisor, for a period of one (1) year, which may be renewed for further periods. 

2. Selected candidates shall, for the period during which they are assigned such duties, be accountable to the Head of Department where they are assigned. 

3. The period of assignment shall be reckonable as ‘service in the grade’ for the purpose of computation of length of service, seniority, salary, progression and, where applicable, for Treasury pension purposes. The performance of such duties will also be acknowledged in the Service and Leave Record Form (GP47).

4. Selected candidates will continue to receive the salary of their substantive grade together with the financial package linked to the position of Revenue Inspector or Revenue Officer as per the Memorandum of Understanding between the Government of Malta and UHM-Voice of the workers pertaining to officers carrying out duties as Revenue Inspectors (ex-VAT Inspectors) and ex-Revenue Officers, for the period during which they are assigned on any of the above duties listed in Annex A.

4.1. In recognition of the higher level of responsibility and flexibility, a Revenue Inspector Supervisor will benefit from an additional allowance of €2,000 per year.

4.2. Selected candidates will resume the duties of their substantive grade once their deployment on such duties attached to this expression of interest ceases.

4.3. Revenue Inspector Supervisors, who by virtue of their substantive grade, benefit from a progression to Salary Scale 7 while being assigned the duties of Revenue Inspector Supervisor shall continue to perform such duties. Selected persons who, during the assigned period of Revenue Inspector Supervisors, are appointed to a post/position in salary scale 7 or above will have to relinquish the assignment of a Revenue Inspector Supervisor.

4.4. The selected persons will be required to make use of their own means of transport in the performance of their official business, for which they will be compensated in terms of the Manual on Transport and Travel Policies and Procedures.

4.5. They may be required to perform duties outside the normal working hours, including weekends and Public Holidays. They will be remunerated at the approved overtime rates in accordance with the Memorandum of Understanding between the Government of Malta and the UHM - Voice of the Workers pertaining to officers carrying out duties as Revenue Inspectors (ex-VAT Inspectors) and ex-Revenue Officers.

Duties

5. Public Officers within the Malta Tax and Customs Administration with assigned duties as Revenue Inspectors and Revenue Officers are invited to submit their expression of interest in being assigned duties related to one or more of the above-captioned designations. The duties and responsibilities are outlined at Annex ‘A’. 

Eligibility

6. Eligible applicants will be requested to attend for an interview to assess their suitability for those duties in which they expressed an interest. Selected candidates will be deployed according to both the outcome of such assessment and Public Service exigencies. 

7. Any qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the Officer’s submission. Scanned copies sent electronically are acceptable.

7.1. Original certificates and/or testimonials are to be invariably produced for verification at the interview.

8. The result of the selection process will be published by the Permanent Secretary and exhibited on the recruitment portal as well on the noticeboard of the Ministry for Finance at Maison Demandols, 30, South Street, Valletta.

8.1. Petitions objecting to the result of the selection process should reach the Permanent Secretary within ten (10) working days from the date of publication of the result.
