Vacancy Brief Description
The Senior Appointments Advisory Committee (SAAC) wishes to identify suitable public officers/public employees who could be recommended to fill a position in the Higher Executive Service, hereinafter referred to as Headship Positions1 in Grade 4 (Salary Scale 4) shown in the list marked Appendix 'A' attached to this Circular. The appointments shall be made on the basis of an Agreement for a period of four years and will be subject to a one year probationary period.
1Headship Positions include ‘Heads of Department’ and ‘Other offices with statutory powers’ listed in the Second Schedule of the Public Administration Act (CAP 595), as well as any other positions of Director General and Director not listed therein

Eligibility
Eligibility (Public Service employees)
Appendix A - Other offices with statutory powers listed in the Second Schedule of the Public Administration Act and other positions of Director General and Director not so listed.
For applicants to be eligible in respect of these positions they must be:-
(a) senior public officers with a current or previous confirmed substantive grade in Scale 7 or higher or
(b) Senior public officers who have served for an aggregate of four (4) years in the Public Service/Public Sector in positions classified in Scale 7 or higher, and
(c) proficient and able to communicate effectively both verbally and in writing in the Maltese and English languages;
Eligibility (Applicants from outside the Public Service)
The eligibility of the respective position is as follows:
(a) by the closing time and date of this call for applications, applicants must be citizens of Malta;
(b) applicants must have a proven track record of an aggregate four (4) years experience at senior management level comparable to that of positions classified in scale 7 or higher in the Public Service in addition to a pertinent MQF level 6 or above in related areas;
(c) applicants must produce a recent certificate of conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application and state whether they have ever been in the Malta Government Service, giving details; and
(d) applicants must be proficient and able to communicate effectively both verbally and in writing in the Maltese and English languages.
Officers currently occupying a Headship Position, and who have served at least one year of the term of their current performance agreement, may apply for the position advertised in this circular, subject to having satisfied the pertinent eligibility requirements. The one-year term eligibility criterion does not apply when one is applying for a higher position.
